Being able to change your colors at will is a defense mechanism common to the chameleon. In politics it is used to confuse your voters as to what you are doing when nobody is watching. Senator Graham feels the need to frequently remind his audiences who he is by saying "I am a Conservative", or that he has a "Conservative record", as opposed to true Conservatives, like Sen. Jim DeMint, who let their record speak for them.
Senator Graham [the Progressive Maverick] loves “reaching across the isle”, i.e. playing footsie with Democrats. He and his Progressive cronies in the Senate have come up with a second round of “Amnesty for Illegal Aliens.” Rather than strengthen and enforce Federal laws already on the books, Graham and Schumer have attempted an end-run on voters in the continuing effort to make 12+ million voters out of people here illegally. Graham believes that Republicans lost the 2008 election because of the lack of Hispanic votes. So, it seems that Graham also believes that assisting Progressives with their legislation will curry enough Hispanic favor to keep his seat in the Senate. What stinks is that this "National ID Card" idea mirrors the bad-old-days of the Soviet Union, Communist China, and Nazi Germany [three major socialist systems]. Hey, after all the idea came from the Progressive's who understand the government of the aforementioned countries.
Who hasn't seen at least one movie where a Gestapo Officer is asking “I vant to zee your papers.” The Soviet Communist System required everyone to carry State IDs which were used to control movements of citizens anywhere out of their prescribed living areas. If you were caught without the appropriate papers or traveling without the state's permission, jail [or worse] ensued.
The major difference from the 1940’s to 2010 is that the new ID card is an “intelligent” tracking system. With the technology available today, tons of personal information can be stored in the onboard memory.
It's time to move on to some of the recent legislation Senator Graham has sponsored or written.
In 2007, Senators Ted Kennedy, John McCain and Lindsey Graham attempted to quietly pass the "Amnesty" bill, granting 12 to 20 million Illegal Aliens citizenship, Welfare, Medicaid, food stamps, and voting rights. American citizens became aware of the legislation and figured these Senators were engaged in rigging the bill to put millions of "Illegal Aliens", as voters, in their pockets. Graham and his Progressive allies were gleefully ramming this legislation down voters throats. But then politicians were handed a stinging defeat after millions of voters shut down the Congressional phone lines. The phones in Senator Graham's seven (7) offices went directly to answering machines during this time as he refused to state his position on the bill. Rather than give up on this nefarious plan, Graham and the Progressives decided to bide their time and introduce the legislation again at a later date.

You might also want some information about crime statistics concerning illegal aliens before deciding what politicians in Washington were willing to ignore to get votes. Next after this sub rosa attempt, Senator Graham becomes the lone Republican (read RINO) involved in concocting a biometric identification system with the vaunted Liberal Senator from New York, Chuck Schumer. Continuing to use illegal immigration as the excuse, Graham and Schumer jointly publish an article in the [liberal] Washington Post trying to sell this next version of "Amnesty".

Another statement in this article that is truly bothersome is, "Ending illegal immigration, however, cannot be the sole objective of reform. Developing a rational legal immigration system is essential to ensuring America's future economic prosperity." If the current unenforced "immigration system" is not "rational" then it is "irrational" by definition. If this is true, our tax dollars are being squandered by people [mostly lawyers] who haven't a notion about how to do their jobs. Even then it is well to remember that words have never stopped boarder crossings when "catch and release" policies issued by Washington are standard operating procedure. So much for economic prosperity. Let's move on to the devices in question.
A quick background in "Smart Cards" shows that most are able to hold one million bytes of information. This is enough space to hold a 500-page book. More than enough room to hold the information mentioned below;
Graham and Schumer say in the 6th paragraph, "Each card's unique biometric identifier would be stored only on the card; no government database would house everyone's information." In the 7th paragraph they say, "Prospective employers would be responsible for swiping the cards through a machine to confirm a person's identity and immigration status."
These statements are obvious contradictions. First, if the information is not stored in a database, how is the card's data verified when swiped by a perspective employer. If not in a common [government] database then each employers machine would contain differing information because they are not synchronized. Since tens of thousands of new Social Security records are entered into the Federal System every day, how are all these verification machines kept up-to-date?
Only two technically ignorant lawyers could write a bill that contradicts itself on it's face, or maybe they know the text of the bill is a scam and belies what they printed in this Washington Post article.
In summation:
This legislation puts the burden on Americans citizens and not Illegal Aliens for proof of citizenship. There is no rational reason to make a citizen of the United States of America have to prove their citizenship unless you are trying to keep from offending the Illegal Alien. This is were Senator Graham and Senator Schumer show us they care about Illegal Aliens [and their votes] more than they care about their countrymen.
There is also the extreme likelihood that legislators will find additional reasons to "improve" the National ID Card's functions. Having a "biometric" system in place will be an open invitation to abuse our rights more than has ever been possible in the past.
Does anybody really believe that this "biometric" system will be tamper-proof? Do you know of a system [including armed guards] that has not been defeated by criminal elements?
This country was founded on the right of LIBERTY for every citizen, not given to us by Government but by our Creator. This is the very thing that the Progressives and Lindsey Graham want to diminish.
